The Scout Association is a member of the World Organisation of the Scout Movement. WOSM has 40+ million members in 169 National Scout Organisations.

Choose one and find out all about it. You could use the criteria in the International activity badge as guidance on where to start. You could make contact with another Section abroad and create a link between the 2 Countries. 

This activity would work well #4, but the emphasis should be Scouting in another Country for this Spark.
